Make Civi to CMS email sync optional

      Description

      Currently if the user email is changed in the CMS, the primary email address will be updated in Civi, and vice-versa.

      NYSS would like this to be an optional feature. We could put a checkbox on the Admin -> System Settings -> CMS Database Integration screen. It should default to TRUE.

      When disabled, the CMS email should no longer be updated by CiviCRM, and vice-versa. However, the civicrm_uf_match table SHOULD still be updated when changing CMS email.
