specifying mailing list for group when importing creates access group instead

When creating a new group to add records to on import, if you specify that the group should be a mailing list, it ends up creating a group that is an access group instead.

It appears that the group settings come in as an array with the key as either 1 (access group) or 2 (mailing list) and the value is always 1.

When creating the group, it's the value that is used so it always comes out as 1, or access group.
