token values with ampersand cause error when generating docx letter

1. create a household with an ampersand in the name
2. use the action dropdown to create a new merge document
3. insert the addressee field into the body of the document
4. export to docx format
5. open the saved file

the file will not open, but throw an error: "illegal name character"
