event config: payment processor selection requires administer CiviCRM permission

currently, in order to select a payment processor on the event fee tab, you must have the "administer CiviCRM" permission.

that seems far too restrictive to me. a user could potentially have the "administer payment processors" permission and be able to create and modify payment processors, and yet not be able to select one on the event config Fee tab.

personally, I think we should only limit by access CiviEvent. is a user can create and configure events, they should be able to select the payment processor as part of that process.
