Add Credit Card Payment link for partially paid contribution

There are additions to core that allow for paying a pending/partially paid contribution via credit card. it looks like you co-opted this and then created a link to the credit card option from within the payment form. while it's fine to retain the ability to switch between the credit card and offline mode from within the popup, we want to retain the ability to go directly to the CC version of the form from the action dropdown.
