Custom fields not editable in ACL

            Description

            I am experiencing an unexpected behavior while trying to limit authenticated users to only be able to edit contact's custom data fields (rather than all profile info).

            Step 1: I disable in Drupal access: CiviCRM: edit all contacts
            As a result all fields in Contact profile Summary become non-clickable (view only).

            Step 2: In Manage ACLs I enable Edit to Type of Data A set of custom data fields for All Custom Groups (see screenshot). Save. Refresh profile. Still not clickable (view only).

            Due to specifics of this bug, I am not able to access relevant features to test the issue in CiviCRM sandbox. 4.7.14 on Drupal.
