Attachment api does not work with all entities

      Description

      There is a hardcoded list specifying that the Attachment api can only be used for 4 entities
      ('civicrm_activity', 'civicrm_mailing', 'civicrm_contact', 'civicrm_grant').

      So creating a custom file field for e.g. Participant records will not work with the Attachment api.

      Adding to the hardcoded list would help with core entities, but not with ones defined by extensions.
