bad formatting for error message on send test email

            Description

            On civicrm/admin/setting/smtp, after selecting mail() as option, and clicking to save and send test email, a partly unfriendly message came up as per attached image.

            Please:
            1) Make the error come up as friendly, with the normal site theme behind it.
            2) Make the html link to the page to fix issue come up as a properly rendered link.
