CiviMail click through tracking breaks links used for open tracking and static links

            Description

            CiviMail clickthrough tracking inserts var/www/html into path used for open tracking image link as well as static links in message.

            (Using Drupal 7.52)

            Can reproduce by turning clickthrough tracking off and open tracking and static links work correctly. Manually removing var/www/html from "broken" url verifies that the balance of the url is correct.

            Issue first noticed in November, 2016 with upgrade to 4.7.12

            Problem is compounded by inability to turn off default setting for click through tracking. Any mailings that do not turn off this setting are at risk of broken links
