$is_recur not always assigned to the template for recurring contributions

            Description

            The $is_recur message template variable is not reliable. Added test to demonstrate, plus fix

            The easiest way to test for this is to find an existing recurring contribution, using contribution search, and chose 'receipts print or email' from the actions menu. This way you can choose the pdf option & don't need to try to capture emails.
