Order by street number (odd/even) does not order by odd/even street numbers

At some point, a feature was added to CiviReport to help with generating door knocking lists: the ability to sort a list of contacts by street name, then odd street numbers, then even street numbers.

Since (in the US at least), it is a convention to have all odd numbered streets on one side and all even numbered streets on the other side. By sorting by odd then even, you can generate a walk list that puts your contacts in the order that you will be encountering their homes when door knocking.

This feature is broken. We still list the ability to sort by street number in an Odd/Even order, but the results are sorted in straight numeric order. instead.
