crm.ckeditor.js is not being called correctly

crm.ckeditor.js is incorrectly being call by [civicrm.root]/js/wysiwyg/crm.ckeditor.js which is rendering the directory path rather than the url path

{TIP} if you are experiencing this & use symlinks you may need to change your $civicrm_root in civicrm.settings.php to reference the symlink differently (in our case it was to use the path without the symlink)
