Admin visibility field from price set shows on non-admin (anonymous) access

            Description

            I updated a few weeks back from 4.7.5 to 4.7.17.  I have a number of price sets with a field with visibility=admin.  It is a number field:

             

            Administrative Adjustment Units Text / Numeric Quantity     No Yes     $ -5.00 Edit Price Field Preview Fieldmore

             

            It has a value ($5), show the value, and Field help text.

            It shows as expected for admins.  But, for an anonymous user and authenticated user but no permissions, it shows the value and the field help, but not the numeric text input box.

            It should (and did, in 4.7.5) show nothing at all for this field when not an admin.
