Profile selector broken on event registration (some version/CMS/browser combos)

            Description

            On certain sites, so far all in Joomla, no profiles are available to add on the online registration tab.  This is accompanied by the error pop-up "The selected profile is using a custom field which is not assigned to the 'Event' being configured."

             This StackExchange question definitely covers this situation, and this one may be the same.  A client of ours experienced this problem in 4.6.25, and it persisted after an upgrade to 4.7.18.  A fresh install of CiviCRM within their Joomla site showed the exact same problem.
