Case Type "Reference" Field Not Working

      Description

      When managing a case type in a standard timeline, the reference column does not work. It doesn't allow you to reference a previous activity. CiviCRM 4.6 works, but the feature seems to stop at 4.7. 

       

      In this example, I would like to be able to reference "medical evaluation" to the "mental health evaluation." Mental health evaluation shouldn't appear unless the user completed the medical evaluation.
