Lift restrictions for contact type soft credit

Hi team, short story and long story.

The short story is that Baykeeper (who was one of the funders for soft credit improvements in 4.5) recently upgraded to 4.7 and they encountered a new restriction.

They cannot soft-credit an organization if the contribution originated from a contribution page where honor/memory is enabled.  This prevents a valid and common use case which is:

A person makes an online contribution honoring their relative.  It is later discovered the donor is participating in a workplace giving program.  So we wish to soft credit the donor's employer. Using the validation above, a staff person could be disallowed from adding the additional soft credit

The long story is I believe this restriction was added as part of CRM-18102, for reasons I may not be clear about, or for reasons CRM-13981 may not have intended.

We would like to discuss and remove this restriction to allow the above use case.  Jitendra Purohit and Monish Deb can we discuss with myself and Allen Shaw?
