Unable to use non-roman characters in Custom fields

Steps to reproduce error

1. Go to Create a custom Field page.
2. Under Field label, enter a word using all non-roman characters. (No [a-z][A-Z][0_9])
3. Repeat step one, but with a different set of non-roman characters.
4. Civi gives the error ??Custom field 'ምሳሌ' already exists in Database. ??
