date/time selection in event configuration enters hour but not minutes

On the first step of the New Event Wizard, the pop-up calendar selector for the start and end times automatically sets:

• year, month, day = date selected in calendar
• hour = current system hour
• minute = (not set)

Unless there was a design reason for this, it would be most intuitive for the calendar selector to do one of the following:
a) hour = current system hour, minute = current system minute rounded to nearest 15 minutes
b) hour = (not set), minute = (not set)
