contact edit: tags and groups panel layout/styling

in the contact edit form, the tags and groups panel needs some serious UI love:

• table used for layout, should be divs
• if tags and groups are present, as well as tagsets, tagsets are added in a separate row with only one cell (where there should be two columns)
• cells are aligned with "text-top" instead of "top" which can look odd if there are more groups than tags or vice versa
• groups field is excessively narrow, which looks odd when there are a number of groups selected
• columns are split 30/70% for some unknown reason
• td cells (or replacement divs) should have classes added so it's easier to isolate and tweak styles

it doesn't look horrible when you just have a few options selected for groups and tags, but once you start adding volume, it degrades significantly
