Changing the locale makes most of the tabs disappear

      Description

      1. Load the default database.
      2. VIsit a contact screen.
      3. Go to Administer CiviCRM | Global Settings | Localization and change User Language to some other locale than en_US.
      4. Visit a contact screen again.

      On the second visit, only the Summary tab is visible.
