Dedupe rules are not created on DB upgrade

            Description

            On upgrade to CiviCRM following 1.6 to 1.7 instructions, the "Duplicate Contact Rules" and "Find Duplicate Contacts" screens are empty (they show the normal Drupal/CiviCRM wrapper, but there's no content in the pages).

            By extracting the relevant SQL from the table creation script, I was able to display the duplicate matching rules.

            There is no user interface visible to create the entries for these tables.
