CiviMail: Could not identify any recipients. Message Confusing. VERP Setting

            Description

            after upgrade from 4.6

            • CiviMail is not working: 
              • sending test to one email does not work
              • sending test to one group does not work
              • sending the mailing does not work.
            • Error message: Could not identify any recipients. Perhaps the group is empty?

             

            The error Message was misleading me. 

            I had to rechange my configuration. My Server does not allow VERP.
