User Cannot Cancel Recurring Payment With Paypal

            We have set up recurring contributions in our CIviCRM
            Contributors receive an email with 3 links:
            One to cancel their donation
            One to update the credit card info with their donation
            One to update the amount and installments of their donation
            Cancelling the donation not work. When the donor tries to cancel their subscription, they get this message:
            The recurring contribution could not be cancelled.
            However, if you are logged in and deselect "Notify Paypal" you are able to cancel the recurring payment. It only seems to fail when that box is checked.

            When anonymous users can cancel their payments and it's reflected in Paypal / Civi when they navigate to the site from a Paypal link.
