Enable Farsi (fa_IR), Serbian (sr_RS), Ukrainian (uk_UA) in the languages option group so that we can install in those languages

            Description

            The Farsi and Serbian translations are almost fully completed. They have been added to the bundle of translations included in civicrm-l10n.tar.gz, but we also need to enable their option values so that the languages can be selected during install, and also post-installation.
