Field is_for_organisation in module_data set as 0 should be inactive in uf_join table

            https://github.com/civicrm/civicrm-core/pull/6672/files#diff-9f26e5128facbeee21f13196222a7e1cR171 migrates the onbehalf to uf_join but doesn't disables the ufjoin row for which is_for_organization is set as 0.

            To replicate -

            1. Enable is_for_organization on a contribution page in 4.6 version.
            2. Set it to required -> Save.
            3. Disable is_for_organization setting -> Save.
            4. upgrade to 4.7.21  The above commit migrates the data to uf_join table. But when this contribution page is visited. The is_for_organization checkbox is still active which breaks the live page contribution/membership.
