civicrm.root pulls incorrect URL (Joomla)

            Description

            after upgrading to 4.7.21 URL variable [civicrm.root] is getting "translated" as https://www.mydomain.com/components/com_civicrm/civicrm/

            while it should be http://www.example.com/*administrator*/components/com_civicrm/civicrm/

            Worked fine in 4.7.20

            Work-around is to enter absolute URL's in Settings - Resource URLs instead of [civicrm.root]
