Submit Credit Card Does Not Process Card

            Description

            Starting in CiviCRM 4.7.21 if you process a credit card from the Submit Credit Card function for a contact with Authorize.net it leaves the new transaction as "Pending (Incomplete Transaction)" and no transaction is made. I tested the same site in 4.7.18 and it works fine. 

            Transactions from Contribution pages works fine.
