Separate pledge statuses from contribution statuses

In civi code we use the same option group for pledges & contributions & then tie ourselves in knots filtering. We should set up an option group for pledge_status and statuses like 'In Progess' should be removed from civicrm_contribution_status option group.

Joe can confirm the final statuses for each option group. First step is simply to create a new option group with the same values & start to use that from the pledge xml. We can tweak the values later
