Membership update from new to current generates Membership Renewal activity, skewing dashboard

            Description

            Memberships going from New to Current generate an activity of type "Membership Renewal", which is counted on the dashboard incorrectly as a renewal.

            My guess is there is some code that assumes every change of membership status to Current or New should generate that activity, but that's not correct.
