Description
CiviCRM currently enforces certain elements in civimails - this reflects CAN SPAM requirements that non-transactional emails have these elements (opt out, domain name). There are reasons to send CiviMails out without these things that are appropriate and CiviCRM provides a setting to override this requirement on a site level. I'm proposing that we move it from a setting to a permission - reflecting the fact that some users might have appropriate knowledge to make the call on an email but others might not. As part of this I think we should also add a confirm when they go to do so
