Importing contacts with deceased_date not setting is_deceased

            Description

            If you import a contact with a deceased_date the is_deceased flag is not being set. 

            I would prefer that happened in the BAO, but have added to import class for now, backed up for a test. I'm not 100% sure if this is an RC regression but am putting against the rc to be safe in case it was (import changes in the rc)
