Fix: Can't view/edit ACL Role Assignments

      The ACL Role Assignments page should display the ACL Role Assignments.

      Description

      CRM-20351 caused a regression where the "Assign Users to Roles" screen never displayed role assignments.  PR incoming to fix. 

      To replicate:

      • Go to Administer » Users and Permissions » Permissions (Access Control).
      • Click Assign Users to CiviCRM ACL Roles.

      By default, you should see at least one role here: "Administrators" to "Everything".  Instead you see "There are no Role Assignments. You can add one now."
