Empty list shown in "Send test email to group" dropdown

            Description

            In the preview section of a mailing, the "Send test email to groups" dropdown shows an empty list by default. This list is now only populated by the current list of recipients, if any. Il should list existing groups even though these are not chosen as recipients.

            This issue can be replicated on http://dmaster.demo.civicrm.org/ (v4.7.25)
