Activity filter preference are not remembered when enabled in display preference

      Description

      On dmaster -

      1. Ensure "Preserve activity filters as a user preference" is enabled on Display preferences - http://dmaster.demo.civicrm.org/civicrm/admin/setting/preferences/display?reset=1
      2. Navigate to any contact page - and include an activity filter
      3. Reload the page and notice the filter is not preserved.

      Seems related to work done in CRM-20799
