            Description

            Civi install crashes hard when the XML module is missing, instead of blocking the install:

            Fortunately, this user is more savvy, but I imagine most users would just give up on CiviCRM at this point.  It's a bad first impression, and insidious because Civi devs are past the "first impression" stage.

            It's a simple fix, fortunately.
