Convert from html to plain text AFTER token substitution has happened

      Description

      Tokens are inserted after the HTML version of the email has been converted to text.

      Therefore any tokens that contain HTML will not have their HTML converted to text.

      We should convert them to plain text AFTER the subsitution has happened.
