cli.php PHP error prevents cron jobs from running

            Description

            Running .../bin/cli.php from the cron results in the following PHP error.

            PHP Notice: Constant JROUTER_MODE_SEF already defined in [snipped]/httpdocs/libraries/import.php on line 67
            PHP Fatal error: Class 'JObject' not found in [snipped]/httpdocs/libraries/joomla/event/dispatcher.php on line 23

            This is running qith Joomla 3.8.0 and PHP 7.0.23

            The 'Directories' page of CiviCRM is also messed up, but I don't know if this is related.
