CiviCRM is missing the 18 Hong Kong districts

            Description

            As reported on the forum (http://forum.civicrm.org/?topic=707), Hong Kong is missing its 18 district entries in civicrm_state_province. We should add them to (a) the database, (b) the upgrade script and (c) the provinces.pot file.
