            Description

            In some rare cases, a fatal error with an empty message with display this to users:

            "We experienced an unexpected error. Please post a detailed description and the backtrace on the CiviCRM forums: https://forum.civicrm.org"

            This should instead point to: https://civicrm.org/bug-reporting
