Port top-level admin menu link for CiviCRM integration to Drupal 8 module

            Description

            The Drupal 7 version of the 'civicrm' module provides a top-level admin menu link that the other Drupal integration modules put their configuration forms under. The Drupal 8 version doesn't yet include this, so any other integration modules have no place to put their forms!
