Dedupe usablity, quash refresh message in more cases

            Description

            On the dedupe screen we quash the message below when clicking on submit buttons (which are actually redirects) so it doesn't appear if contacts have been selected & deselected or search criteria have been added. This is appropriate as no real data has been entered. I'm submitting a change to suppress when reloading/ navigating away too
