Civicrm user profile route should be an admin route in Drupal 8

The {{/user/

/edit}} route in Drupal 8 is a an admin route, which shows the "Name and Address" tab from CiviCRM, but that route isn't marked as an admin route. That means clicking that tab can change the theme, which is jarring, particularly if the admin and frontend theme handle tabs very differently.

The route provided by CiviCRM should be marked as an admin route!
