                changing to 'Important' as affects a new feature (D8) which is sadly not fully stable, rather than stock 4.7 offering

                I strongly suspect that this is the D8 version of the same bug that was fixed for Backdrop in CRM-19011.

                It looks like PR fixed several issues, do you know what bit fixed the duplicate contact being created?
