CiviCRM should define a user agent when making HTTP requests to localhost

      Description

      When making local HTTP requests, CiviCRM doesn't define a user agent.  This causes 403 errors when popular (albeit somewhat misguided) WordPress security plugins (e.g. iThemes Security Pro) ban browsers by user agent.

      One symptom of this is a false positive on the "Resource URL is not set" check introduced in Civi 4.7.28.
