How it works currently:
Structure is missing classes
How it should work:
Visually there should be no effect on any page as per current CSS though, structure pattern should be same on all content pages.
Acceptance Criteria:

Hide
- Help section is out side table container
- extra <th> tag is added in civireport-criteria table to match structure, based on td logic
- Help section has class `help` added

Show
- Help section is out side table container - extra <th> tag is added in civireport-criteria table to match structure, based on td logic - Help section has class `help` added

All Pages should have common structure based on it's behavours.

For example, a table content pages should always have help section out site table part and should have class `help`
