Description
CiviCRM installed in Backdrop always generates non-clean URLs. If Clean URLs are enabled on Backdrop, you can access Civi URLs with a clean URL - links just aren't generated with them.
My initial reading of the code suggests it should work fine; I may try to troubleshoot if time permits.
