Merging repeating custom fields incorrect

            Description

            When merging 2 contacts, each  with a repeating custom record, the custom records of only one of the contacts are kept - the other contact's custom records are discarded.  In other words, these records are not merged.  For example, I created a contact on the sandbox system at http://dmaster.demo.civicrm.org with 3 custom records and another with 1 custom record then merged them.  The resulting contact had 3 custom records from the first contact only.
