Mailing labels PDF blank or messed up if label format unit of measurement is not inches

            Description

            For example create mailing labels with Avery L7163 format, and "Unit of Measure" set to Inches - PDF will show addresses correctly formatted.

            Edit the L7163 label format and change "Unit of Measure" to "Millimetres" or "Points". Create mailing labels and PDF will be completely blank.

            Edit the L7163 label format and change "Unit of Measure" to "Centimetres". Create mailing labels and PDF will have labels too small and truncated.

            Confirmed that this also happens on dmaster.

            When the measurement unit is changed in edit label format the dimensions do seem to be converted correctly.
