mailing template selector missing

            Description

            In the CiviMail create/edit page, the template selector is missing in 4.7.30. I've tested on three sites upgraded to 4.7.30 (drupal/wp/joomla) and it's missing in all three. It appears to be due to this PR, which broke out the template selector into a separate subform:
