Accounting batch closed by default when created in localized civicrm

      Description

      To reproduce :

      • localize your CiviCRM to fr_CA
      • create some contributions
      • create a new accounting batch
      • result => no transaction found (because the status of the batch is not open)
      • when you go to /civicrm/financial/financialbatches?reset=1&batchStatus=0, you can see the batch but you have to reopen it before adding anything in it
